Peter Kissel is a partner in the firm. Prior to entering private practice, he served as a trial attorney in the Office of General Counsel of the Federal Power Commission from 1972 to 1977. Mr. Kissel represents municipal electric systems, publicly-owned water systems, special use districts, rural electric cooperative associations, hydroelectric project owners and others in matters before the Federal Energy Regulatory Commission and in related federal court proceedings. He also advises clients on the status and potential impacts of pending legislation before the U.S. Congress. He is experienced in issues arising under the Federal Power Act, the Natural Gas Act, the Electric Consumers Protection Act, the Public Utility Regulatory Policies Act, the Energy Policy Act, and various environmental statutes and regulations.
